On the drawing, “Inspection certificate 3.2 with independent inspector · order P-8821” states a inspection certificate 3.2 requirement.

What controls

Inspection document in which the results are validated not only by the manufacturer but also by an independent inspector appointed by the purchaser or by a body designated in the applicable regulations. It adds external verification to what the manufacturer declares. Like the previous one, it is a documentation requirement on the material and its tests, not a verification of the part geometry.

How to verify

The same tests that support the manufacturer's certificate (composition, mechanical properties, heat treatments) but with the additional validation of the independent inspector, who may witness the tests or review the records as agreed. Receiving inspection is still a document review: heat identity, scope of testing and the independent party's signature.

Common mistakes when interpreting it

  • Treating the manufacturer's certificate and the independently validated one as equivalent.
  • Scheduling the independent inspector's involvement when the material has already been produced.
  • Assuming the external validation also covers dimensional conformance of the part.

How to get it in the workshop / if it comes out of tolerance

It is more demanding in lead time and coordination than the manufacturer's own certificate: the inspector has to be called in and production adjusted to their availability, so it must be planned from the purchase order. If it shows up as a requirement partway through manufacturing, it is a schedule problem, not just paperwork. It appears mainly in pressure equipment, energy and regulated sectors.

If the material arrives with a manufacturer's certificate when the order required independent validation, it is not an equivalent document and cannot be substituted after the fact without repeating the inspector's involvement. If the inspector is not available within the planned time, escalate early: manufacturing ahead and certifying later is not always possible.
